Road Safety Strategy Consultations Close: Drink-Drive Limit, Eye Tests and Uninsured Driver Penalties Under Review

The Government's five consultations under the new Road Safety Strategy closed on 11 May 2026, opening the door to some of the biggest changes to UK driving law in over a decade. The Strategy aims to reduce road deaths and serious injuries by 65% by 2035, with proposals covering a lower drink-drive limit in England and Wales, mandatory eyesight tests for drivers aged 70 and over, a minimum learning period for new drivers and tougher penalties for uninsured driving, MOT failures and illegal number plates (House of Commons Library, 2026).
If introduced, the new rules could reshape eligibility, premiums and claims for millions of UK drivers. Reduced drink-drive limits would bring England and Wales closer to the lower threshold already in place in Scotland, while stricter enforcement against uninsured drivers is expected to support honest motorists who pay for proper cover (House of Commons Library, 2026).
